Cant Change My Desktop Picture

Hi All
I cant change the picture on my desk top anymore, the scroll bars wont scroll and I cant click on any pictures to select one

Has anyone else encountered this problem and does anyone know how to correct it?

I am not sure, is there a way of checking what I have installed?

You can go to program files and view the latest installed.

Have you tried a system restore point to when you may remember it working?
