I did a research into the matter and found some information on this subject. Qosmgr its Linux program to manage CPU governor. By default Sony choose 'on demand' governor for its Linux kernel in Android. The qosmgr program takes as a parameter an xml file with the configuration of governor.

root@XperiaJ:/ # qosmgr --help
qosmgr XMLFile [--help][--debug][--no_android_log]

That xml file is in /system/etc/qosmgr_rules.xml. More info on:

Qosmgr was programmed by Qualcomm, processor manufacturer for Xperia J.

I think this could be related to your network coverage for both Wi-Fi and mobile networks. Please check your network coverage history under settings > power management > battery.
