I'm sorry to hear that but I'm afraid no, you can use MyXperia or Android Device Manager, however, the phone has to be 

on

GPS on

MyXperia has to be enabled

Data or WiFi has to be on

your Gmail account has to be on the phone

Contact your local police and your carrier regarding this.
