You cannot actually block. There is an option to send calls directly to voicemail but to block them you cannot without a 3rd party app.

Contact your carrier/network as they might be able to block numbers for you

As above - You need to save said number as a contact then open said contact and enable the ignore option - This is the same on Samsungs S4 and S5
