I can see that you registered an Xperia XA when creating your account, so I would just like to confirm which phone model that you are experiencing this behaviour with.
Could you please go to Settings > About phone and check the phone model here?
You can also try and reboot your phone in safe mode and connect the charger to your phone and see if it still turns on vibration mode only when third party applications aren't loaded.
Let me know which phone model that you have and how it works in safe mode!
