Are you launching it from the physical camera button, or from the app in the phone?
If you launch it with the camera button it will revert to the default settings as it's meant to be a function for quickly taking shots. It should save the settings if you launch it directly from the app.
Can you please give this a quick try, just open the app, change a few settings, close the app and open it again, all without using the camera button?
I'm afraid I'm at a loss. I am not able to replicate this problem on our handsets here, and everything you have mentioned suggests it's a software issue.

As you can see, if I change the video record settings and swipe left to the photo camera and swipe right back to the video camera, it returns to Face Detection w/ Steady Shot ON.
I prefer to have single autofocus and steady shot OFF. I take a lot of location/animal/object videos and face detection is not ideal.
The photo camera app maintains my preferred settings, but the video camera app does not. Also, this occurs whether I launch via the camera app or the phone's side launch button.
