The short command buttons on the keypad stopped working after installing Windows 7.

After installing windows 7, I can no longer use the short command keys (activated by pressing the Fn-key).

I always used these to change the volume or the brightness of the screen, so I would be so thankful to be able to use them again.

It sounds like  you have not reinstalled the Sony Utility programs after installing Windows 7.   These utilities control many custom functions on your Vaio.

Which Vaio model do you have?  If you let us know, someone here will tell you if these actually exist and where to look for them to download.
