Now, Play Store 4.5 has released. Why my smartphone doesn't auto update to Version 4.5 instead of Version 4.4.21? How to update it?

And is it any problem that interfere or cause that to get this update?

Or any problem that cause to stay to this old version?

the Playstore its up to google to roll out, you have to wait for it to reach your country, you should be able to download and update any app even without the latest playstore.
