Weather app is on even if GPS is off

 The weather app is on even if i have disabled GPS, seems like it has also drained a lot of battery too. I tried force shutdown, but it seems like it just started up again without me knowing it... 😕

I can't see the picture just yet, but which weather app? if you are not using it why don't you uninstall/disable it?

It is the pre installed one, first time it does this

Weather app > menu > settings > Current location > off
