Screen timeout setting not saving or camera click setting no saving

Hi, 

i had an issue with my phone (z5 premium) and after talking to Sony they said I needed to return my phone for repair. So I did. I spoke to the repair company and they said there was nothing wrong with the phone but they so kindly flashed it, which I don't understand why they did this if there was nothing wrong with the phone. However, ever since they did this I've had a issue with changing with screen timeout settings and camera click setting, that the ones I know off. I also have had issues with my backup software registering too. With having issues with a backup software I factory reset my phone a number of times and although I got my backup software working it still hasn't correctly registered but it's working. So I know a factory reset won't resolve my issue, as I've been there and done that. 

So i can change both the camera click and screen timeout and they do stay set for less than a day and also stay set after a reboot but then something happens and the screen timeout returns to 30 secs and the camera click back on, although the slide bar says it's off. So something is not right and these are the things I'm aware off. I'm wondering if it's a permissions issue. I've even connected via adb and changed the settings via the shell but they still revert back. Anyone got any idea what it's could be? Or where to check to see what's changing the setting back, I.e. A debug log. I know those two settings don't seem major about ever time I want to read and article or show my pics to anyone I have to change my settings, as having a screen timeout of 30 secs in these scenarios is really ignoring. I've had sony phones for a while now but his experience is making me think about going over to an iPhone!!! Argh.

any help in advance will be greatly appreciated as I'm now pulling my hair out. The only thing I haven't tried is rooting the phone, but I only want to do this as a last resort.
