In "Settings | Power management | Battery usage | History details" WiFi is always reported as ON irrespective of its actual state. The bar related to Wi-Fi is always drawn as continuous, besides that sometimes WiFi is actually set off, or set on but currently not connected.
The power consumption of the phone is substantial. I fear that perhaps WiFi module is actually never switched off, but is only logically not receiving. If switched off it is repored as off by such applications like Network Info II, for example.
Any idea how to check why this happens?

I know the solution. It was "Viber" which kept the WiFi always on. After setting the relevant option in Viber to off the problem disappeared.
Have you tried to set scanning always available to off? You can find it in advanced settings.
It is set to "off" all the time.
In safe mode the problem does not occur, in normal mode it reoccurs. So, it is time to check which application does this.
