I'm afraid i don't know for sure if this decision was made within Sony or by Google but as i understand it, the global Equalizer was removed in Nexus as well and i also found this: http://developer.android.com/reference/android/media/audiofx/Equalizer.html
"NOTE: attaching an Equalizer to the global audio output mix by use of session 0 is deprecated."
But then how come other equalizer apps still work as global output in Z3 lollipop ?
for example this: http://forum.xda-developers.com/showthread.php?t=2462013

There is an equalizer app attached in the post, which like many others work on Z3 lollipop as global output. So it is not correct for sony to hold lollipop/google responsible, instead they should fix their audio effects.

It was explained on Rickard's post, have you contacted the app developers?
As i understand it, the app you are referring to is not a global equalizer. It's an equalizer that works for some specific apps. Not sure how that app works but i believe it's related to the following information in the link i posted:
To attach the Equalizer to a particular AudioTrack or MediaPlayer, specify the audio session ID of this AudioTrack or MediaPlayer when constructing the Equalizer.
NOTE: attaching an Equalizer to the global audio output mix by use of session 0 is deprecated.
the equaliser doesn't work when streaming via bluetooth now on z1 compact. This was a great feature as i use it with my sony head unit in my car. the audio now sounds bad quality so i dont know if the update has affected the sound quality as well as the equaliser functionality. This seems like a huge bckwards step. Sony did the same with the ps4 - removing functionality over the ps3. whats the deal with this??
