It is not the responsibility of the consumers to contact app developers about this; SonyMobile themselves should reach out to the developers of the major apps, to make said necessery adjustments to their apps.
But since Android is open-source, SonyMobile, if they actually care, should just be able to tweak the sound engine so that the sound enhancements will work in all apps again.
On the other hand, since SonyMobile now partnered with Spotify, and Spotify being the only third party app where the sound enhancements still work, SonyMobile's excuse of "third party app developers need to enable global equalizers" could be nothing more than a cover-up for them actually trying to keep us away from competitor's music apps and have us all use Spotify, from which SonyMobile now likely generates additional income.
Their is no doubt that, if they wanted to, SonyMobile's developers could make the sound enhancements work globally again. They have the Android source code, so they have no legit excuse for why it would not be possible.
I understand your frustration but perhaps you can contact Sony directly or Music app developers.

SONY.... You had one job..... Why does my equalizer only work in Google Music and Walkman but nothing else after the Lollipop update and then try to blame it on the app developer like Pandora and so on. It worked flawlessly before Lollipop but now we have to just deal with it.... The only reason I got this phone over the G3 and other phones was for the sound quality, equalizer settings for the speakers on the phone, headphones, and Bluetooth which worked 100% of the time before.… I thought that feature was amazing as no other phone has such feature and the sound quality was amazing. I love CLEARBASS but at this point I'll be upgrading to Samsung as SONY’s equalizer was the only reason for keeping this phone for almost a year now. BOSE would never put an update out to effect sound quality as that is what they are known for… Apparently SONY doesn’t care anymore…. #FeelingDisappointed #Done

If you connect a USB DAC the phone will output 192kHz (as long as the DAC supports it).
