How long have you been experiencing this behaviour, and do you remember if you installed a new application or performed a software update prior to this?
To make sure that this isn't caused by a third party application I would recommend that you start with rebooting your phone in safe mode.
When the phone is done with booting up in safe mode, try enabling mobile data or data roaming and see if you are able to do so or not.
If there is no change in safe mode, I would recommend that you try with another SIM card in your phone. If you can borrow one from a colleague, friend or family member and see if you can enable mobile data with their SIM card.

Since it's working in safe mode, one or more application that you have installed on your own is causing this behaviour.
It's hard to say specifically which app(s) is the cause. First of all, make sure that all your applications are updated to the latest version, and start with uninstalling / inactive the applications that you installed most recently and try enabling mobile data after each uninstalled app.
You can also try rebooting your phone back to "normal" mode and see if you can turn mobile data and data roaming on, so it was not just fixed by a simple restart of your phone!
