Shown in the picture... The launch bar "fell". But when I tried to launch a small app I still have to touch the position above navigation bar...

Glad to hear that booting into safe mode and back seems to help
In case anyone still see this, before you boot to safe mode and back, could you take a log from your phone and send it to me in a private message?
To do this:
Settings > About phone > Build number, tap 7 times on the build number
Go back and select Developer options and turn on "USB debugging"
Try to use small apps
Settings > Developer options, select "Take bug report". When the report is ready share (may take a minute or so) you get a notification that you can tap and share to Google Drive. Please send me a link to this file.
How can I pm you the bug report? it's too big for copy/paste.

After you have shared the log from the phone to your Google Drive, go to drive.google.com from your computer, right click the file and select share. On the top right of the box that is displayed there's an option to get a shareable link. With that link i can download this specific file from your Google Drive.

Do you know if you have any other downloaded app that is controlling screen on? Dowloaded apps that either keep the display on or turns it off.
Not that I remember.
There is just one thing. After I got the bug report out of my xperia I reboot into safe mode, used some small apps to get rid of this error. After reboot into normal mode the smart apps bar worked find but something changed. The small app "browser" moved away up into the ... folder? bin? I don't know how to call it. I'm sorry I'm not english
I think this may have to do with the small browser app being possible to uninstall. Apps that can be uninstalled are not available in safe mode so small apps was loaded without this app.
