Hi @terry8, sorry to hear about what has happened. 
There is no trash can or something similar in Android, so you won't be able to restore the videos from there.
Have you perhaps setup the backup function in the Google Photo application? If you have done that you should be able to access the video in this application or by going to photos.google.com and use your Google credentials to log in.
If you have created a backup before deleting the video you should also be able to restore this backup.
