Do Not Disturb Override missing?

I've been trying for the life of me to find in the settings how to override do not Disturb for a particular app. It should be in Notifications -> Select app -> Select Do Not Disturb Overridden but that option is not there for any of my apps. Help?

Interestingly enough I reset the phone to factory settings, and suddenly the "interrupts priority only" option is now showing in each apps' notification setting... Very weird that it was missing before.

@Hitech_redneck: it might be that an app is interfering with the DND settings, I suggest next time before reseting try to boot your device to safe mode...
