Xperia ST15mini - problem with call receiving

hello everyone.

just got xperia st15i mini from my brother, who moved to Z model. phone works normally, except for one problem - i can't receive call from anyone. so whoever wants to reach me, gets the 'user busy' message. of course, i'm not busy at that moment and there's no network problem because i can call that person right back.

phone is bought as free device and no upgrades of any kind were made on it.

can you please help/point me what i could do - i have no unlimited funds to call anyone i want. :))

just did factory upgrade using Update Service link provided, everything went nice, android apparently upgraded to higher version. after that, i did system restore.

unfortunately, the problem with incoming calls is persisting. not sure what to do now... 😕

could be an issue, yes...funny thing is i'm accessible to numbers not stored on the phone. once i add particular number as contact, problem is starting to occur.
