Whenever i turnned of the Internet connect. the WIFI automatically turn on

May be you have installed Juice Defender or something else just check the internet policy of your phone.SOme app also may have been done some conflict or they require some special permission.You may have included some apps as the phone administrator that is automatically activating the net

It could be due to third party app interfering

Check apps such as antivirus, task killers ( same types ) and revise their settings

Aside from that, I would recommand that wifi sleep policy when screen is off to have less than 15 min timer. During a day we use the phone for one reason or another within 15 min interval  so the option doesn't help with anything. Only during the night maybe. I guess turning the wifi off as the screen is closed will do better. That suggestion is for the new models Xperia U being obsolete already.
