There is no setting that allows you to download apps directly to an SD card from Google Play. Apps needs to downloaded to the internal storage memory first and moved afterwards.

If you haven't already done so you can try to uninstall updates for pre-installed apps that you aren't using. This should make more memory available. Other than that the only option would be to uninstall apps that you have downloaded.
