Before X-mas -15 the service stopped function correctly. My account at Google play is alright and my pay method is up to date. Still i can't install any app nor uppdate them. The only thing i can do is going to uninstall them. Everything else in my mobile is function correctly i think. If i will do a fabric restart will i loose all my app settings? Is there any other way to solve this mather?

how good is the internet connection? you can also try this
settings > apps > all > google play > clear data > restart the phone > check again.
