Thanks but blocing any calls from a withheld number can only be done on the handset. Network service providers can block particular numbers but they can't block withheld numbers at network level.
There used to be such a setting on previous Xperia Z phones but it seems to be no more unless I'm not noticing something.

I had to double check this now as the Xperia 5 is using the Google Phone app, but there is no setting in this application either to block calls from hidden numbers. You do have a spam filter protection though, but that won't do much if the number isn't shown.

If you want to block calls from withheld/private numbers, you will need to download a third party application from the Google Play store.
Here in the Nordics where I'm situated a lot of calls from doctors and so on are from private numbers, so I haven't really checked the alternatives in the Google Play store but I'm sure there are plenty of applications to choose from!

Take up contact with your internet provider.
When these calls are beyond limits, always the same party calling, always annoying then your provider should and will block those numbers.
Just make a note of the date and time it happens and complain.
