If preferred network type includes 4g (4g/3g/2g or 5g/4g/3g/2g) and the phone connected through LTE become unavailable for incoming calls (does not change network type to 3g or 2g to receive incoming voice call). And works if preferred network type set to 3g/2g.

Try turning airplane mode on and off again, also confirm if the issue is with phone, try a different SIM card.
airplane mode, reboot, factory reset with companion do't help
sim card works perfectly at the old xperia x compact.

hmm If another operator SIM works to receive the incoming voice calls in the Xperia 1 II, you could be needing to switch the body of the SIM, with the same number and all.

Did you try to change the preferred network to "Auto" in the network settings?
of course auto mode (4g/3g/2g or 5g/4g/3g/2g no matter) is on
So the device doesn't switch automatically to the available network available?
Did you try to contact the operator regarding this matter?
Who did you buy the phone from, and who is the operator.
For VoIP for o2 for example, you need to have bought the phone from o2, and for it to work, it has to be running their customisation of software for it to work.
If you bought a sim free phone, and put an o2 sim in it, it won't work.
