After upgrade to Android 10 my mobile internet stopped working. As I can see the reason is in missing APN on SIM card. But there are no option now to add it manually!
All I can see is "Access Point Name settings are not available for this user"
Tried factory reset, tried reflashing via Xperia Companion - nothing can help.
Firmware is 1319-2847 Customized UK
Mobile operator is Cablenet (Cyprus)
Device model is J8110
In a three dot menu there is only one option - "Reset to default", it doesn't help.
Tried to download Internet/MMS settings via Settings -> Network & Internet -> Internet Settings, it reports that "Settings download completed", but APN list is still empty.
Any ideas how can I add APN after this [censored] Android upgrade?

The first clue of an issue might be the example of APN not available for this user.
That might indicate that the current user logged in on the phone does not have sufficient rights.
Are you signed in as Admin/owner or guest/other user?
-If yes, try signing in as Admin.
I'm the only admin user on this phone.
Tried to turn off users feature - the same issue persists.
Then take up contact with your provider and/or take up contact with Sony assistance through the Support app on your phone.
Maybe they can find out if your IMEI is blocked one way or the other.
O, I guess you already tried everything in safe mode and you tried with a friend's SIM as well?
I ran into the same problem. The only workaround is to add the APN via adb shell -
am start -a android.intent.action.INSERT content://telephony/carriers --ei simId -1
This initiates the add APN dialog box. I added the new APN with the correct MCC/MNC and everything works so far.
Sony should really fix this so that APN can be added again in Android 10. It's really unacceptable that basic functionality be broken like this.

For people unaware of ADB:
ADB helps you get rid of Facebook and other preinstalled stuff on your phone as well.
For your interest @starfall , on my device it works without a hassle.
settings-> mobile network->advanced->access point names->tap the + sign and off you go.
Conclusion: you have a real problem on your phone.

That's not the case here at all. I'm not able to add a APN on the Xperia 1 on any SIM card after the Android 10 update. The APN page that is called from "Settings" just doesn't have this option.
From the same SIM cards, I can add additional APN on my other phones.
However, there are programs in the Play Store that opens the old APN settings page that has the "+" button to add APS. However, funnily enough, that page doesn't display the APNs properly after they are added (but they are displayed properly on the APN page from Settings).
Sony support promised to escalate this problem
There are no "+" in APN setting for J8110 Android 10 firmware.
For J9110 there is "+".
Looks like J8110 only firmware bug.
