Some carrier/networks block certain apps/services perhaps that's the case or like @alexdon said, slow data/network coverage.
I think a slow internet connection on mobile data will create these problems. Do you normally use mobile data?
Check network connection by going to ''settings'' - ''more'' - ''mobile networks'' - ''preffered network type'' and switch to ''LTE/4G'' or ''WCDMA'' as preffered, now it shoud run smoothly.
