Normal calls are restricted by access control

Whenever i make some call "Normal calls are restricted by access control" this message pops up and call gets disconnected automatically.
What can be the cause.
Dis My factory rest too but still the problem remains the same

Honestly total pain had several pay monthly some cards saying this had the problem for 4 month paying a contract for no services on 02
