Android pay keeps asking to unlock

When I go to use android pay at a tap and pay location it keeps asking me to unlock with my pin. It used to work fine, then it stopped working when I enabled the smart unlock feature. So I turned off smart unlock and it worked fine again. Now it stopped working again but smart lock is off. I tried uninstalling android pay and reinstalling, but that didn't fix it. Any ideas? BTW I have a Z5C, running marshmallow
