Why is the XZP only recieving a Partial Patch (1st of each month instead of 5th)

I saw in Android release notes that there are 2 variants of the security pacth, one is partial (1st of each month) and complete (5th of each month). XZP only recieves the partial patch. Is this related to the phone being a non nexus or pixel line that Google can directly pacthed upon?

I've only ever seen 1st of month patches, on any device.
