battery stuck at 20%

I've done everything I can find in every forum short of tearing the phone apart. Repair utility via the PC, hard reset, factory reset, different cable, etc. only to get no results. Anyone have any advice or should I just send the phone back to where I bought it from? Just got it today used off a store on ebay.

If you just bought the device and it is not as described by the seller it is just better for you to return it, if you payed it with PayPal you are protected in that situation.
