I'm trying to update my phone, what I always see is 'your device is up to date', which clearly not......

Is there any solution for it?

Although there may be an update released for a device, this does not mean you will be able to download it. The network carrier the handset is locked to first need to accept the update before it is released to there customers.

I have purchased the phone from Singapore and stay In india.

Does that Mean I will never able to update to jelly bean?

joe, so long as the phone software is accepted by the operator(s) and released for yoru particular kit, you will get teh software irrespective of where you are on earth, provide you have a valid internet connection that can access teh update site! Understand!
