The android market is location sensitive and Saudi is one of the countries not covered by it.
There are some websites that apparently work, altho I haven't had confirmation. The ones I have heard spoken about are Appbrain, AndroidZoom and Getjar.
If you look at the box to the right of the screen 'More Like This' there are other threads of people who have had the same problem and the suggestions offered to help.
