You cannot switch off just aGPS. There are a number of navigation applications with sound. Navigon, igomyway, NDrive, IGomoto nav are some of them. All are paid versions. These applications download maps to your SD card so they do not need data connection to show maps. To avoid GPS using data traffic you can switch off data traffic. Go to Settings> Wireless and Network Settings> Mobile Networks and uncheck Data Traffic option.
