My Vivaz camera light will not turn off (even though the phone is off) and the touchsreen is not working, what should i do ?

although my phone is turned off, as soon as the battery is inserted the camera light turns on and once my phone is turned on the touchscreen does not work, please help me i really need to be able to use my phone

I would send the phone to a service centre as this seems like a hardware fault.
