cannot connect to intenet

i can't download my network (mobinil) configuration of internet
each time the mobile doesn't configure and give me a note that my device in not updated

Either 

1) your SIM card its too old or acting up 

or 

2) the APN settings are incorrect

or 

3) There's a network coverage issue

or

4) your phone its not compatible with your carrier's 3G
