I'm not quite sure which one of your questions is the right one, as there is one in the subject and another one in the body field.
If the connect button is grayed out, make sure that the password on the Wi-Fi network is at least 8 characters long, as this is a requirement.
To your other question, if you want to add a password to certain application so only you can launch them, you will need to download an application from the Google Play store in order to do this, as the device does not have such a feature by default.
