SonicStage MP3 Add-on Program

SS ver 2.3 Help states "MP3 cannot be selected unless "SonicStage MP3 Add-on Program" is installed on your computer". Can anyone out there tell me how I can get hold of this add-on? Is it incorporated in SS ver 3.1?
