Error message

What is error message  "c0000013Parameters 75b6bf7c 4 75b6bf7c75b6bf7c"  coming up in a box which wont disappear mean? Also my cd drive is not working - the spinning noise happens but the drive doesn't come up in the list as an available drive.  Grateful for any help or repair suggesions.

Have a look in Device Manager -> DVD/CD-ROM Drives.

Is there a yellow warning against the drive and does it show an error code when you double-click on it?
