In india we get generic version, So Carrier has nothing to do it with Update.

No drshnraj7, I am using Idea, Odd but yea

By the way in India it doesn't depend on carrier or service provider as we don't have the concept of contracted phones here (exception iphone with reliance).

On 4 MBps connetion it is a taking a bit of time. This is the reason not everyone getting the update simutaneously. Servers cannot take the load

As far as I understand, server load. If all will hit download simutaneously, no one will get the update and I am sure upgrading server costs
