I'm trying to download apps from Google Play, and am constantly faced with the pop up message:
"Insufficient storage
This device doesn't have enough space to download "APP NAME".
Consider deleteing apps or content that you no longer need and try again."
Frustratingly though, I have over 403MB of space available on internal memory and have moved literally everything that I can do onto the SD Card.
I've restarted, cleared caches, etc. How can I solve this error? Nothing will install anymore!

OK - yesterday i try to update - not possible - "You need at least 524 MB free on your Xperia ...." the only Apps on Phone are Apps by Sony - i can#T remove them - all my media files and user apps are alrerady deleted .....

Check for Other section in Internal Storage and try deleting files from there
Settings > storage > how much free space do you have available (internal storage) > if you have less than 500MB you won't be able to download apps.
I have exactly the same issue. Infact I would suggest all M4 users have the same issue. It's got the point where it is riddiculous and you actually have like 2 apps on your phone. because you have had to remove them all in order for the Sony useless software to do it's updates.
The phones are useless and sony doesn't give a care about it's owners. All we ever here is
clear the cache, well that doesn't work
Move apps to your SD card. Well there are only certain apps that can move to the SD card under android 5
When will you release MM sony? Oh can't tell you that, between last year and never
can I installl the AOSP version of MM? Well no, because you need the driver file and hey we don't want to release that
So I now have an insecure brick that has zero functionality
