I'm afraid that I don't quite understand what you mean with "can't be minimized", could you please elaborate a bit? That would make it easier for me to assist you in the best possible way!
If you are experience any behaviour with an application, try rebooting your phone in safe mode and see if there is any change when download applications aren't loaded.
