Hotspot switches off when phone loses signal

Xperia Z5 compact. Used to work until Nougat. Now the wifi hotspot turns itself off every time the phone drops the mobile network, which it does a lot when driving. Any ideas for a solution gratefully received. I use the hotspot for live traffic and it's maddening to have to keep switching it back on.

does this happen when you are on safe mode?

try to set your network type to wcdma or 3g only . settings>more>mobile networks>network type

Much more stable with 3G only selected. It's a solution of sorts, but the question is why doesn't it work with 4g selected?
