Remote control volume behaviour

I have just changed my old kdl tv to a new AF8.

In my previous tv, after mute was pressed, I could reduce the volume before un-muting.

In my new AF8, while in mute, the volume cannot be decreased.

Is there a way to change my new af8 tv volume control to be same as the old kdl?

As far as I know, this is not something that can be configured on Android TV.
